Dear Neighbour, 

As you know, tunnelling for the Eglinton Crosstown light rail transit (LRT) line will continue through 2016. Metrolinx has sent various updates related to the tunnelling work and its progress; however, regrettably less time has been spent to communicate some of the impacts of preparatory or pre-tunnelling work that is required in advance of tunnel boring machines passing through a particular area. 

One element of this preparatory work includes the lining of existing sewers to protect the infrastructure during the tunnelling and jet grouting operations. A resin/epoxy (styrene) is utilized with the liner material and water is used to assist with the install and curing process. 

Our community relations team has learned from businesses and residents that, in some areas, this work caused some odours coming up through drains, especially noticeable in older buildings that are still directly connected to the sewers. The odour was described as a strong chemical smell.  The odours were not harmful, but understandably unpleasant

In the case of this incident, the community relations team was not aware that this odour could occur as a result of this work. This miscommunication was unfortunate and the community relations team is taking learnings from this situation to work with the contractor better to understand the full spectrum of construction impacts so that they can be incorporated into future communication to neighbours.
